This is a result of poor interface design. A few lines of code could test the fee amount against the amount sent and if the ratio is abnormally high - then a confirmation box stating that fact should appear.
It is the result of using a deprecated client 
People should use Nano Wallet.
I kinda like the idea that you can do a blockchain lottery in NEM by choosing the fee amount you want.
