I just opened my wallet after many months to find all of my NEM missing. The last transaction that was there was some weird levy with a mosaic fuck_this_shit_coin_to_the_ground but I don’t see an outgoing TX for all of the XEM. any ideas?

Ok, sorry my NEM are still here, but how the heck did this address do this and what does it mean? It took a XEM from my wallet and it says 10 levy???

it is just mosaic token created by some NEM hater, there is no any problem with your account and no security issue, don’t worry.
Just leave this as is in your wallet. As you noticed sending it away will cost additional 10xem.
