To harvest you need at least 10 000 XEM vested.
Unfortunately, there is a bug/typo in the popup window that says 1 000 XEM. It will hopefully be corrected in the next version.
This error has been seen and the devs are aware of it.

Give up on what? Harvesting? - until 10000 XEM vested harvesting will not be functioning. in that regard I would say, don't even try to harvest until you have 10000XEM vested and NCC will show you error anyway.
Give up on NEM? if you are asking that question, I would definitely say NO, don't give up on NEM. Sockpuppet clearing hasn't yet finished. I understand your position because I'm in a very similar one regarding the stakes.
Regardless of the sockpuppet situation I think that right now XEM is very cheap. 10 K XEM now cost $1.5.
When you say paid for - did you buy a token on NXT AE or do you consider sending that entry transaction in the earliest beginning of NEM an investment? If it is the latter then please note that stakes were not bought then.
Even if everything doesn't turn the way I hope for you it will, there is still no reason to despair, since NEM is in VERY EARLY stages and there are so many things you can do to help our project and get rewarded for it more than supstantially.
NEM is very welcoming community/project and it is rewarding those who help it grow.
