I reported this issue on bitcointalk.org, but probably nobody checked there or interested there. Hopefully this way will be better for report.
Rev runs the website. He is an member of the NEM community that contributed that website and not a part of the dev team so we can’t control it. I’ll send him a message.

Anyway, I was asked on bitcointalk.org thread several days before (without any answer, as usual), if there is some API function, that is able to list all accounts in NEM blockchain ? If there is, I’ll probably be able to create page with similar function to inactive “http://blockexplore.in/search/richlist” page …
We are interested, but the site owner is unresponsive. blockexplore.in is not run by a NEM dev.

@Saul Please consider to remove the (in some way not-functioning) link to BLOCKEXPLORE.IN from the NEM.IO website footer … for the time being.
If blockexplore.in continues malfunctioning for long time, the administrator should be change.
