when delegated harvesting is ON the NIS icon in the lower right corner is off?
The tray icon in the lower right corner replects your local NIS/NCC status. You can start delegated harvesting on a remote node and then shut down nis and ncc, no problem. Just check every now and then if the remote node got restarted since in that case you have to start harvesting on that node again.
my delegated harvesting is active now, but now i can´t turn on the icon NIS. it goes down
Just supply the logs and i can analyze them.

That means your nis database is corrupt. You have to resync from scratch.
To help you with that, i uploaded the current db to bob:

Delete your old db in the folder c:\users\ < your_user> \nem\nis\data, then download the db from bob and unzip it into that data folder. Then start NIS again.
