Create cold wallet with universal client

I want to create a cold wallet. I have formatted a computer with windows 7 32 bits, with nothing installed. For security. Without lan or wlan connection drivers. No Internet access.

The idea was to pass from a pendrive the universal client and create the cold wallet from the start.html with the browser.

Create my account, or in fact several accounts.

The problem is that when you open the start.html the browser does not open the nano wallet, it does not read it.
I installed an offline version of java thinking that it could be because of this, and it still does not open the universal client. The screen remains blank.

For what is this?
What does the universal customer of the nanowallet need to function?

Check if you have enabled third party cookies. You must also remember that nanowallet is using Internet connection (connect to node).

Instead nanowallet you can try also paper wallet generator:
