When is a symbol really needed? Why don't we just always use "NEM"?

I think I agree with you here. I don't think there is much inconvenience in just simply writing out NEM, plus it eliminates a lot of hassle. Currency symbols are kind of an outdated concept these days.

To have an internationally accepted symbol is kind of status, which all countries would like to have.
Maybe the latest was India:
http://en.wikipedia.org/wiki/Indian_rupee_sign
"On 10 August 2010, the Unicode Technical Committee accepted the proposed code position U+20B9 ₹ indian rupee sign (HTML: ₹ graphic:Indian Rupee symbol.svg).[25] The character has been encoded in the Unicode 6.0, and named distinctly from the existing character U+20A8 ₨ rupee sign (HTML: ₨), which will continue to be available as the generic rupee sign.[26][27]
Ubuntu became the first operating system to support the Indian rupee symbol by default."
"On 5 March 2009, the Indian government announced a contest to create a sign for the Indian rupee."
No need to mention that many Indian people were really excited, when it was just discussed the possibility to get their rupee to the "league" of US dollar, euro, Japan's yen, UK's pound and few others. :)
I don't understan if you want to use existing unicode character or create one on purpose
but here are some simbols that maybe can be used:

they look like N but I suppose they are equivalent of N (have different meaning)

Can you read NEM in this simbol (phonetically different from NEM i suppose):

Of all the above, I prefer the following. My rationale is, ease of writing as the priority, followed by uniqueness and different from other "N" looking coin out there and its representation of NEM as a coin.

Have there been set any requirements for the symbol?
https://en.bitcoin.it/wiki/Bitcoin_symbol#Requirements_and_criteria
The non-existence of requirements sure create enthusiasm and other exiciting buzzling, but in the end there may happen that decisions will be made "by force, in a hurry, without discipline", when the "free participation and evaluation" cannot produce good enough results.
I am pretty confident that a crypto currency, which makes its way to the top, doesn't need a symbol. Its 'nice to have' but it will not have much influence on a general success.
However I understand that it is some kind of an emotional decision and of course I would be happy, too, if we find a good symbol.
Setting up some requirements (as nxkoil suggested) is a very good idea, because then we can filter some of the suggested symbols so it will be a lot easier to vote/decide.
The Bitcoin requirements are already pretty good in my opinion:
1. recognizable as a [url=https://secure.wikimedia.org/wikipedia/en/wiki/Currency_sign]currency sign such as $
