10000xem are around 2500$. do i really need MINIMUM that much to start harvesting?
Yes, I read somewhere that the amount necessary could be reduced if the developers think that is necessary.
Yes. It’s similar to needing mining equipment to mine (only harvesting doesn’t waste ridiculous amounts of energy). Gotta have some skin in the game in order to participate.

If no transactions were made in that block, than there were no fees to earn.

It depends entirely on how active the network is. You can have a block with 500 XEM and then one with 10 XEM or you can have 5 blocks, all with 0 XEM. Since the nem network isn’t terribly active yet there are definitely a lot of empty blocks.
