I’m experimenting on making a mosaic like a currency for the commercial exchange of a region, in addition to making special wallet for this Mosaic, is it possible to use the same mosaic as a commission and that the xem be paid in a wallet matrix? I say this because it must be very uncomfortable for the client to have to buy xem apart from the Mosaics.

All fees are paid in XEM and you can’t change it.
After Catapult on public chain you should have ability to pay fees by recipient but not right now.
