There are two things to consider here. One is activating, and the other is the actual harvesting. We also need to consider your vested balance/POI.
When you activate delegated harvesting, That is just like registering to harvest. To actually harvest you need to get an NIS, either local or remote, to have empty slots and harvest for you.
Once a node is harvesting for you, it depends on the size of your vested XEM. If you have a lot, you will get a block every day. If you don’t then maybe only a few times a month.

I’m barely at the minimum vested. I’ve selected some random IP to harvest (that said it has slots).
Does it mean local Harvesting is more reliable?
Also how much xem should I roughly have to get a block ~daily?

Local harvesting is more reliable because you are in control of your node. Personally I use delegated harvesting, and I harvest with my personal vps nodes, so I know they will be online.
I’m not sure what is needed to do a block a day. Certainly more than 10k.
