How to split the importance into many accounts

I am reading about the technical paper of the NEM. In the section of block chain, it says
Also note that hit has an exponential distribution. Therefore, the probability to create a new block does not change if the importance is split among many accounts.

So how can we split the importance to different accounts? Does NEM have any existing mechanism for importance split?

You must simple split your balance to two accounts.
For example if you have 30000 you can move to two accounts both 15000 xem.
