to be Vested balance, should I activate the delegated account, after depositing the XEM 10,000?

To enable the delegation account, the Vested balance is irrelevant. You can do it at any time.
When doing harvesting using delegation account, Vested balance becomes 10,000.

Hello!!! About 40 hrs ago this is so, only 10% of my balance is as purchased !!! what to do?

Each 24h 10% of your unvested balance change into vested. Please look at calculator here :

So to start harvesting, Iā€™m supposed to wait 10 days?

According calculator http://nem-tools.com/#/calculator if you have 10045 you will reach 10k vested after 51 days.
If you will have couple hundred more it will be much faster.

How many more? after balance, it is possible to withdraw the surplus to 10,000

For example for 11000 it takes about 23 days to reach 10000 vested balance.
When you move from your account decreases your unvested and vested balance proportionally.

Yes you can purge. But when remote nodes restart you will need start harvesting again. But there is service that do it for you. Please watch @tongokongo video and look at this service (links below):
