I think your case should be solved in a different manner:
Central having cosignatories A, B
Regional having cosignatories X,Y
C -> R (A, B cosigns)
R -> somewhere (X,Y cosigns)

No. It is like this:
Central 2 of 3 signatories. If central 2 of 3 sign then Central approves.
Regional = 2 of 3 (Central being 1 of the 3 signatories in the Regional).
So, regional if x signs and central signs (collective 2 of 3 in central signed means central signatory is signed) then payment released.
That's what i meant. I think the biz rule can solve that if we can put that in biz rules.
But please do keep that in mind. It is a very powerful tool to have. Y or X can disappear or go into the forest for an escapade, but life still goes on. In central it is the same case. If one disappears or goes away into the jungle for a 3 month exploration, life goes on.
