And then I vote “yes” for it, but seems my vote is not counted. I can see 2 “yes” votes so far, the the percentage is 0%:

Voting for a poll is not free, it costs XEMs, how to guarantee there would be some people whose votes will be counted will participate the vote?

Percentage is the ratio of the weight score.
The weight score is the sum of the voter’s importance values.

You do not add to the weight score in the POI voting because the importance is zero.
That change will be added to the number of votes.

The number of votes is counted no matter who votes.

So how does NEM judge the poll pass or not? According to the percentage shows in above image? or number of votes without regarding the importance of each vote?

I never create poll but it probably depends what option do you choose:
