Correct state is NIS_ILLEGAL_STATE_NOT_BOOTED in logs. You need to boot NIS. You can do that either by providing the boot information in config.properties or boot NIS via NCC. The former is probably what you want (at least during beta).
I guess you know how to do this?

Yes, its working now :D such a simple thing and i couldnt figure it out by myself :-\ thanks for the help.
My NIS is indicating that it was synchronized, but is delayed by more than 100 blocks until the last block in Nembex.
It was working before, I'm not spaming now network, my server have free memory yet.
Also indicating some blocks that do not harvested.

java.util.concurrent.CompletionException: java.lang.OutOfMemoryError: Java heap space
During heavy spamming the server seems a bit too weak to stay alive.
