nis_illegal_state_not_booted

Hi All,

I've managed to make NIS running, but it doesn't seem to be syncing with the network.

~# curl http://127.0.0.1:7890/node/info
{"timeStamp":3313298,"error":"Service Unavailable","message":"NIS_ILLEGAL_STATE_NOT_BOOTED","status":503}

~# curl http://127.0.0.1:7890/chain/height
{"height":1}

~# curl http://127.0.0.1:7890/status

please anyone can help me?
