It keeps getting stuck at 95 days ago. Deleted blockchain and it still got stuck there. What is the problem?

You should migrate from ncc to nanowallet. Ncc is no longer maintained.
About NIS. Did you try get new package from nem.io?
NCC should still sync just fine. Make sure you use the latest DB from bob.nem.ninja, and the latest NIS. You can also just connect to a remote node in NCC.
You should use Nanowallet though.
