[font=calibri]Hi all, we are now at an exciting stage in the New Economy Movement where we are able to vote on whether to allow Community Funding for the various projects that are now taking place. These are projects that will hopefully propel NEM further into the public arena and allow the movement to grow much bigger.[/font]

Yeah....it's in the Guidelines link Pat right at the end. It's point number 3 in the voting process.
'[font=verdana]If a quorum of at least 3% of the importance of the NEM blockchain is met and the vote passes with a 65% majority, then the vote is considered accepted by the community. Otherwise it fails.'[/font]

If then, the influence of voting by the account of BTC38 or Poloniex is very big, in spite that they are not real owner of XEM.

We can disqualify them as we know their addresses.

The way I understood it there needs to be a certain minimum of Importance voting but all votes will count the same.

No, not all votes will count the same. Then you could just split accounts to vote multiple times.
The only way to prevent multiple voting is to weight by importance scores.
