What kind of condition is necessary to be listed on the rich list?

Even though the balance was zero, I thought that the address of everyone who has moved funds is listed.
However, some addresses are not actually listed.
Under what circumstances will you not be able to see it on the list?

The list looks pretty up to date to me.
For example, the address that the hacking report was reported yesterday is not on the rich list.
By chance, when I went to see it, a zero list was added.
It is thought that all addresses can be confirmed from these two lists.
