I need remote java developers to develop my new project. I consider the option of hiring offshore specialists, but I doubt the choice of the country. Maybe someone has encountered, and can give feedback, or knows companies with which already have a positive experience or even constant cooperation

Ukraine is the best option!
There are many reasons for this, but I will name only one that Ukraine also has big NEM community!
Lots of events, lots of incentives!
