It seems like there is over 16% of all NEM in these 2 wallets, who controls these wallets and what are they for?

Who controls this? (This one holds about 10% of all NEM as well)

take a look at this:

development contract

these are under multi-sig control, so no 1 person controls these wallets…

As the name says, those are funds. They will be used to pay developers that develop NEM. V1 stands for version 1 which is described in the developer contract.
