Who will harvest more? minimum account with more balance or minimum balance on more accounts

I have a question for harvesting:

  1. User 1 uses one account with 20,000 vested XEM and harvest on one computer,
  2. User 2 uses two accounts (each has 10,000 vested XEM) and harvest in two computers.

Who will harvest more?

User 1 or User 2?

If you only take the vested balance into account (and not the transaction history which plays a role in POI), then both scenarios will harvest exactly the same amount of blocks.

How about:
User 1 uses one account with 20,000 vested XEM
User 2 uses one account with 200,000 vested XEM

no transaction history taking account etc.

Will User 2 harvest 9 times more than User 1?
