It would be great to icentivar people to buy NEM to pay the wifi hotpots

The easiest way is just a propagation of the NEM platform by community hotspots build by starting community of 2000+ nemsters. E. G. me personally I am administrating a metropolitan network so i can make my hotspots propagating and supporting NEM easy. Its enough just one Mikrotik with hotspot package installed . The additional costs to make my current hotspots being NEM-advertising are ZERO so i dont need any funding

This is good, but the funding is part of advertising, if nobody uses the NEM as payment, there will be no advertising.
The idea is: the person is required to purchase XEM to pay and access the wifi.
In your case, you can put the symbolic price, as 10 XEM/day, this will force them to buy XEM and use it.
People do not want to know what the value of it, just want to access the internet.
And will use XEM thinking are equal credits to the cell phone. :)

To access the wifi is necessary to own and use XEM, when there is an android wallet it will be easy to connect to a remote NIS, use wallet and an plugin.
You can use a third party service to users convert crypto/fiat for XEM and then can pay to wifiSpot with an automated system and friendly to use.

How Hard would this be to implement I believe the more Services we can provide that can be paid for with X Amount of XEM per Hour etc is the way to create our own value and not base it on the value of Fiat Currency in the Markets.
