To issue a public key you need to do a withdrawal operation from your address once.

Please update us once your issue with Poloniex is resolved.
I have sent Poloniex all the information of my transaction (the same like what mizunashi asked you to provide Poloniex) 
Please can someone help me to activate my nanowallet to enable it to receive my nem coin into it ? It says I have to activate the public key ? I tried to send the coin to nanowallet but the funds has returned from Bittrex saying the nanowallet code is invalid.Please help

I have the same problem as @coiny. Could I also pm you @mizunashi my nanowallet address in order to activate my public key? I also have NEM in Bittrex which I like to transfer to my nanowallet.
Bittrex will only withdraw money to destinations that have publickey.
If you have not made remittance to the outside after creating your own address at NanoWallet, there is no publick key.
In this case, you can generate a public key by sending zero xem to yourself.

I understood that but with 0 XEM in my nanowallet I can’t even send 0 XEM to myself due to the 0.05 XEM transaction fee. Or am I missing something?
