GOOD NEWS:
I have found new hosting and the tool is available again at: [url=http://beta-test.tk]http://beta-test.tk/
I have pulled all the files from github (master) branch again because the previous files were deleted form the other hosting.
Some more options were added to the tool mainly admin part:
1) possibility to update the source (english.js) from different branches on github
2) possibility to export files only of particular brach
Translator part:
1) option to filter(show) only updated fields that needs to be translated
(this works only the 1st time after the source file has been updated)
BAD NEWS:
The tool is currently unavailable due to hosting suspension.
I hope i will find a new hosting tomorrow and setup the tool again.

I have implemented a basic translation tool that should help you to do translations of the NCC.
By using this you won't need to mess with github and also every change to the english.js file will be automatically applied to all other language files.
The tool should help you translate from English to -> other language and is not meant to be used for other purposes right now.
The massage (email) notification in admin part is not yet implemented as i had not time to do it so for now you should still have to notify the translators over PM or a thread in the forum that english.js has been updated,
and also there are 2 bugs in the code that I have foreseen:
1) in translator part clicking some of the menu options (load files, help ,about) will
bring up a popup custom dialog if the page is not scrolled on top you will be unabel to see the dialog.
2) in administration part - if the language file was already updated once it won't update it again because it will try to write the file to a wrong path.
BTW i have alredy updated(pulled into the tool) all the language files from github.
I have added the following users that I'm aware of to the list of the translators.

It says I dont have rights to modify a "" (empty) translation file.

This seems somewhat vague, can someone clarify this:
