my teletobi2 (191) finally passed all tests, but no payout today. Is there something wrong?

Yes, it is. The bandwidth with russian nodes is within 9ā€¦14 MBit/s stably. Sometimes there are connections with other nodes (Netherlands usually), then it is within 7ā€¦8 MBit/s due to Kerish Doctor.

Do I understand correctly:
a) Delegated harvesting for the account can be activated in the NCC through any NIS?
b) Delegated harvesting for the account should be started in the NCC through a particular NIS which will harvest?

yes,
a) is just publishing to the network the fact that you let the delegated account harvest for your main account. Any NIS can announce that (it really is an importance transaction which is released to the network)
b) you can actually let more than one nis harvest with the same account but it doesnā€™t make sense, you will not harvest more blocks.

In normal working Servant I watch every 5ā€¦10 min 20 messages like this

2016-07-12 11:43:57.787 INFO ping -> pong (org.nem.rewards.servant.servlets.PingServlet handlePost)

If there are not such messages what the reason may be? I check config files, ports opened, delegated harvesting is activated and started. What can I check yet?

I have two Nodes at ctl.io. I placed them to Sydney and Singapore to support the Eastern Area. Singapore (107) is running perfect, but Sydney (191) keeps failing responsiveness test. Any Idea?

Update: Switched Sydney back to Europe. Waiting for IP Updatingā€¦

My Hetzner 1GB Node himmelsfaller (IP 138.201.159.103) is always faling. It passed the test only a few time without failing. So Iā€™ve sent an IP change request and will use the HostUs Node IP 103.192.177.252
I changed the HostUS name to himmelsfaller and gave it the belonging delegated private key (which had the Hetzner 1 GB Node).
If you need the public key from the delegated account then here it is:
